Chair Carolyn Tetrault presented two proposed amendments to the bylaws. Both concern the issue of uncontested elections.
To amend Article VII, Section 3, subsection d, which currently reads, "d. Conduct the elections during the month of April," by adding, "1. No election shall be held for an uncontested office (President, Vice President, Secretary, Treasurer). A member of the BOD who is not running for office shall cast one vote for the candidate for the uncontested office at the first BOD meeting following the closing date for nominations."
MOTION: To recommend adoption of Proposed Amendment #1. FAILED, 0-12.
MOTION: Not to recommend adoption of Proposed Amendment #1. PASSED, 12-0.
To amend Article VII, Section 3, subsection d, which currently reads, "Conduct the elections during the month of April," by adding, "2. No election for delegate to the MTA Annual Meeting shall be held if the number of nominees is less than or equal to the MTA allocation of delegates. The Secretary of the MCCC will cast one vote for all nominees for MTA Annual Meeting delegate at the first meeting of the BOD following the closing date for nominations. Council members will be given an opportunity to cast votes for write-in candidates on the ballot for MCCC delegate to the MTA Annual Meeting."

MOTION: Not to recommend adoption of Proposed Amendment #2. PASSED, 13-0.
MOTION: Refer to MCCC Nominations and Elections Committee, aided by the Bylaws Committee, the charge to develop policies and procedures concerning an election waiver when the number of nominees is equal to or less than the number of available positions. Such policies shall not compromise the democratic process. PASSED.
